MEXICO: Government of Mexico's Excellence Scholarships for Foreigners 2025

The Government of Mexico, through the Mexican Agency for International Development Cooperation (AMEXCID), invites applications from foreign students for the 2025 Call for Excellence Scholarships. 

This initiative strengthens Mexico’s role as a globally responsible partner and reaffirms its commitment to fostering cooperation for the development of high-level human capital.

Degree Levels and Duration

• Undergraduate Mobility: Up to 12 months
• Master’s Mobility: Up to 12 months
• Master’s Degree: Up to 24 months
• Doctoral Research Stay: Up to 36 months
• Postgraduate Research Stay: 3–12 months
• Postdoctoral Research Stay: 3–12 months

Key Dates

• Application period: 14 July – 12 September 2025 (via SIGCA)
• Notification of results: 8–13 October 2025
• Scholarship awards: Between November and before 8 December 2025

Who can apply?

Eligibility criteria vary by programme type. All applicants must demonstrate a minimum GPA of 85/100 (or 8.5/10), with proof of acceptance/presentation letters issued within the last 60 days, and meet specific academic and language requirements.

Undergraduate and Master’s Mobility:

Applicants must submit:

• Acceptance letter from the host university (for non-residents of Mexico):
  • Issued within the last 60 calendar days
  • Confirms a minimum GPA of 85/100 (or 8.5/10) in line with the Mexican grading system
  • Specifies study start and end dates

OR

Presentation letter from the Mexican host university (for residents of Mexico):

• • Issued within the last 60 calendar days
  • Confirms a minimum GPA of 85/100 (or 8.5/10)
  • States that the applicant is a regular student
  • Includes study start and end dates
• Letter from the home institution (for non-residents) committing to recognise/validate credits earned in Mexico.

• If the mobility programme will be conducted in a language other than Spanish or the applicant’s native language, a letter from the host institution confirming:

  • Tutoring will be provided in the specified language
  • The tutor’s name

• Academic transcript (for those already studying in Mexico):

  • Issued by the Mexican institution
  • Confirms a minimum cumulative GPA of 85/100 (or 8.5/10)
  • Signed by a responsible authority

• For Master’s mobility, an additional copy of the previous degree is required.

Master's Degree:

Applicants must submit:

Acceptance letter (for non-residents of Mexico):

• • Issued within the last 60 calendar days;
  • Confirms minimum GPA of 85/100 (or 8.5/10);
  • Specifies start and end dates of the programme

OR

Presentation letter (for residents of Mexico):

• • Issued within the last 60 calendar days;
  • Confirms minimum GPA of 85/100 (or 8.5/10);
  • States the applicant is a regular student
  • Specifies start and end dates of the programme
• Copy of undergraduate degree.
• Certificate of Studies for the last academic period completed:
  • Issued by the home institution;
  • Must show minimum GPA of 85/100 (or 8.5/10)
• If already studying in Mexico, an academic transcript:
  • Issued by the Mexican institution;
  • Shows minimum cumulative GPA of 85/100 (or 8.5/10);
  • Signed by a competent authority
• If studies will be in a language other than Spanish and other than the applicant’s native language:
  • Letter from the receiving institution confirming tutoring in the specified language and the tutor’s name.

 Doctoral and Postdoctoral Research Stays:

Applicants must submit:

• Copy of doctoral degree.
• Acceptance letter from the host institution:
  • States that tutoring will be offered for the research project
  • Provides the name of the research adviser
  • Specifies the research project title
• If the research will be conducted in a language other than Spanish and other than the applicant’s native language:
  • Letter from the receiving institution confirming tutoring in the specified language and the tutor’s name
• Nomination letter from an institution in the applicant’s home country:
  • States the research to be conducted
• Project description letter (Format ## as per call guidelines).

Acceptance/Presentation Letter Requirements

Letters must:

• Be on official letterhead
• Include the name and signature of a competent authority
• Specify start and end dates of studies or research (format: DD/MM/YYYY)
• Indicate study or research modality and programme name (Undergraduate/Master’s Mobility, Master’s, Doctoral/Postdoctoral Research Stay);

What the scholarship covers

• Tuition and Registration Fees at participating Mexican higher education institutions
• Monthly stipend:
  • Master’s/Undergraduate/Master’s Mobility: 4× UMA (currently MXN $13,757.84)
  • Doctoral/Postdoctoral: 5× UMA (currently MXN $17,197.30)
• Medical insurance through IMSS (from month 7)
• Visa fee exemption
• International airfare (economy class, on completion of studies)
• Domestic transport to and from the host city (where applicable)

Please note: 

Successful candidates are required to make provision for all other expenses not covered under this scholarship. 

Application process

• Submit applications in Spanish via the SIGCA system
• Only one application per person is permitted; duplicates will be disqualified
